The contradiction of teachers has become the core issue of the balanced development of rural basic education in the new era. Under this background, the reform with the core concept and strategy of “relatively balanced development” is the trend of the development of teacher education. This paper intends to explore the inherent trend of the development of teacher education under the current situation of the imbalance of teachers in rural basic education with the inherent logical relationship between the balanced development of rural basic education teachers and the elements of teacher education.
